MEETING MINUTES Minutes of the Annual Letting Meeting of Conistone with Kilnsey Parish Meeting held at the Village Hall on Monday 19th December 2011. 1. 30 residents attended. Apologies received from Kathryn Butterfield, Audrey Pidgeon, Pat & Rob Harrison and John Clement. 2. Minutes of the last meeting were read and approved. No matters arising 3. Treasurers Report. Gordon Pidgeon (GP) advised that there would be a projected balance of £11231.00 when the accounts are finalised. GP also let it be known that Philip Smith will take over the position of Treasurer at the 2012 AGM. 4. Spending Levels – It was suggested by GP that there should be no general limit on spending but major expenditure would be decided as normal at an extraordinary meeting. Anthony Roberts suggested that as the Officers had been elected by the parishioners then they should be empowered to make spending decisions without recourse. This was put to the meeting and the attendees voted that no spending limit should be set. 5. Listing and Storage of Parish Records – It was established that the parish records were held by a number of different people. It was suggested that Peter Leach (PL) compile a list of Parish Records and where they were. Once this is established a decision will be made as to whether they are all brought together and either held by a Parish Officer or held in a public depository such as the Council Records Office. PL, who will work with his wife and Tim Wilkinson, is to be advised by all who hold records. GP suggested that we first need to establish what the statutory requirement for holding Parish Meeting records is. 6. Higher Level Stewardship - Paul Batty (PB) outlined the work carried out to achieve HLS status which has resulted in an additional £700 payment per annum to the Parish over the next 10 years. PB also ran through the additional management requirements for each of the affected fields prior to the letting procedure. 7. Land Letting – Graeme Hall (GH) chaired the auction of Parish Land with the following results: • Bridge Field Jane Pighills £20.00 • Green Lane/Scot Gate Lane Michelle Vaughan £5.00 • Pit/Gypsy Camp Jane Pighills £20.00 • Bull Copy Rob Tenant £20.00 • Kilnsey Green Chris Wake £50.00 • Poor Lands Dole John Stevenson £15.00 • Conistone Pound Peter Bradfield £10.00 8. War Memorial – Philip Butterfield advised that the quote was sent to the Diocese in April however due to the recent illness of Rev the application has not been processed. The formal process is now being undertaken and progress will be reported at the next meeting. 9. Carriageway Repairs – PB advised of questionnaire recently submitted to NYCC Highways Department regarding the poor state of repair of the roads within the Parish. It was suggested that PB write further to NYCC requesting a survey of the roads and report their response back to the next meeting. 10. Tree Planting – Peter Bradfield (PeB) will follow up with application once the Parish has decided where the trees are to be planted. Suggestions to be forwarded to Peter for consideration. 11. Ambulance Service – PB reported on letter from Grassington Parish Council regarding the performance of the local ambulance service. Having had no reports of poor performance it was suggested that we write to them advising that we have monitored the situation and have had no adverse reports. 12. Broadband – PB read out an email received from Chris Beazley at Kettlewell regarding the recent application for High Speed Broadband before handing over to David Hood for a detailed outline of the proposal. David advised that the application has been approved but not for the infrastructure needed to make the service available to all the residents of Upper Wharfedale from Long Ashes and beyond. There was a shortfall of £7000 and David suggested a contribution of £1000 from Conistone with Kilnsey Parish. GP proposed the amount and PB seconded, this was carried unanimously by the meeting. David advised that the timescale for the fibre optic cable to be installed would be around May 2012. 13. Spraying of Parish Fields – GH tasked to organise volunteers at the appropriate time. 14. Litter Bin – Gene Howard had been tasked with investigating the provision of a larger litter bin near Conistone Maypole. He had spoken to the Council who advised they would only empty Council bins but they did have available a double canister bin which was surplus to their requirements which the Parish could purchase for an installed price of £200. It was also indicated that there would be no additional charge for emptying this bin in the future. GP proposed contribution of £200 and the motion was carried by the meeting. 15. Jubilee Beacon – Michael Clarke advised that he had been approached by the Queens Jubilee Committee to request that the Parish provide a beacon for the June 4 celebrations. The beacon will be located on the ridge towards Long ashes and GH has spoken with Nick Carlisle who has agreed to host the beacon on his land. Craven District Council have been advised that a beacon will be erected. Nearer the time there will be a requirement for volunteers to build the beacon and this will be finalised at the Annual General Meeting. 16. Solar Panels – GP outlined the Solar Panel issue and advised that he had been quoted £11k for the installation of panels on the Village Hall with a payback time of 3-5 years if they were installed prior to 12 December 2011. However it was then established tha planning permission would be needed from YDNPA prior to installation which would take a minimum of 8 weeks. GP was now awaiting outcome of a Judicial hearing raised by the Green Party for advice on the legality of the Governments proposal to reduce the tarrriff which would extend the payback time to approx 20 years. 17. Conistone Village Green Parking – PeB advised that 16 out of 18 forms had been returned with the remainder promised by the end of the year. No further action needed.
